Fable 1: The Proponent of Progress and The Leader of The Masses
A Proponent of Progress once talked to The Leader of the Masses on the Necessity for Progress in Physical Infrastructure in their City. Concluding with a homily on the Necessity for Immediate Action, She was distressed to observe that the Leader of the Masses neither shook hands, nor even Bowed to her and neither did He look at Her throughout the Talk. She therefore made Bold to ask him, in dismay, the reason for his lack of Civility, and was Dissatisfied when he replied that he had he could not Shake hands because His Hands were too Full of Work, could not look at Her since He had too many Competitors and did not Bow to Her since He had too many Friends at His Back.

An Unkind Wag remarked later that He could at least have shaken Hands since the Public Till was Almost Empty.
